What exactly is e-invoicing ?
E-invoicing doesn't just mean an invoice sent by email. It refers to a structured or hybrid format (Factur-X, UBL, CII) that allows data to be read automatically by computer systems — including the tax authorities.
Key point: A standard PDF, however well designed, will no longer be enough to meet legal obligations. A standardized format, sent via a registered platform, is required.
Who is affected ?
The reform applies to all companies established in France and subject to VAT, regardless of size — micro-businesses, SMEs, large groups. It covers B2B transactions (between businesses). B2C transactions and exports are subject to separate e-reporting obligations.
Beware of misconceptions: even if you're a small marine business, you are affected as soon as you are subject to VAT.
